Are democratic states permitted to denationalize citizens, in particular those whom they believe pose dangers to the physical safety of others? In this article, I argue that they are not. The power to denationalize citizens—that is, to revoke citizenship—is one that many states have historically claimed for themselves, but which has largely been in disuse in the last several decades. Recent terrorist events have, however, prompted scholars and political actors to reconsider the role that denationalization can and perhaps should play (...) in democratic states, in particular with respect to its role in protecting national security and in supporting the global fight against terror more generally. In this article, my objective is to show that denationalization laws have no place in democratic states. To understand why, I propose examining the foundations of the right of citizenship, which lie, I shall argue, in the very strong interests that individuals have in security of residence. I use this formulation of the right to respond to two broad clusters of arguments: (1) those that claim that it is justifiable to denationalize citizens who threaten to undermine the safety of citizens in a democratic state or the ability of a democratic state to function as a democratic state, and (2) those that claim that it is justifiable to denationalize dual citizens because they possess citizenship status in a second country that is also able to protect their rights. Registered nurses (RNs) employed in an urban medical center in the USA identified moral distress as a practice concern. This study describes RNs' moral distress and the frequency of morally distressing events. Data were collected using the Moral Distress Scale and an open-ended questionnaire. The instruments were distributed to direct-care-providing RNs; 100 responses were returned. Morally distressing events included: working with staffing levels perceived as `unsafe', following families' wishes for patient care even though the nurse disagreed with the plan, and (...) continuing life support for patients owing to family wishes despite patients' poor prognoses. One high frequency distressing event was carrying out orders for unnecessary tests and treatments. Qualitative data analysis revealed that the nurses sought support and information from nurse managers, chaplaincy services and colleagues. The RNs requested further information on biomedical ethics, suggested ethics rounds, and requested a non-punitive environment surrounding the initiation of ethics committee consultations. (shrink)

Verschwörungserzählungen erleben im Zuge der Corona-Krise eine breite gesellschaftliche Beachtung und Anschlussfähigkeit. Dabei bleibt es nicht bei bloßen Agitationsversuchen seitens ihrer Anhänger:innen, sondern es kam zu Übergriffen auf vermeintlich an der Pandemie Schuldige sowie einer versuchten Stürmung des Reichstagsgebäudes im Kontext einer Querdenken-Demonstration. Von Verschwörungsgläubigen kann also tatsächlich eine konkrete Gefahr für diejenigen ausgehen, die innerhalb der Verschwörungserzählung als das Böse markiert werden. Es stellt sich also die Frage, auf welchem Wege hier bereits präventiv gewirkt werden kann. In seinen Überlegungen (...) zur conspiracy theory of society kam Karl Popper zu dem Schluss, dass es sich bei Karl Marx aufgrund seiner Analyse der Gesellschaft um einen wichtigen Akteur gegen Verschwörungserzählungen handele. Popper begründete dies damit, dass Marx den Fokus auf gesellschaftliche Strukturen als Ursache für konkrete Entwicklungen lege, anstatt diese auf das Handeln von Individuen zurückzuführen. Sofern der Bezug auf das individuelle, geheime Handeln verborgener Personen eine Grundstruktur von Verschwörungserzählungen ist, ließe sich also ableiten, dass politische Akteure, deren Gesellschaftsanalyse sich in einer marxistischen Tradition bewegt, deutlich seltener auf Verschwörungserzählungen zurückgreifen dürften. Die Ergebnisse der Leipziger Autoritarismusstudie 2020 bestätigen diese Überlegung insofern, als der Verschwörungsglaube stark mit menschenverachtenden Einstellungen und rechtsradikalen Positionen korreliert. Gleichzeitig konnte bei den Querdenken-Demonstrationen eine breite Beteiligung von Personen jenseits der radikalen Rechten beobachtet werden, was durch Oliver Nachtwey mit den Worten „von links kommend, nach rechts gehend“ beschrieben wurde. Die mögliche Anschlussfähigkeit von Verschwörungserzählungen auch für Personen aus einem sich selbst als links definierenden Spektrum stellt das immunisierende Potential marxistischer Gesellschaftskritik gegenüber dem Verschwörungsglauben in Frage. Der Aufsatz unternimmt den Versuch, die Vereinbarkeit einer marxistischen Gesellschaftsanalyse mit dem Glauben an Verschwörungserzählungen zu prüfen. Dazu werden grundlegende Strukturen von Verschwörungserzählungen, wie etwa das manichäische Weltbild oder der Glaube an die absolute menschliche Handlungsmacht, mit den Prinzipien Marx’schen Denkens kontrastiert. Hierbei soll geprüft werden, welchen Beitrag eine marxistische Analyse zur Kritik an Verschwörungserzählungen leisten kann. (shrink)

According to the United Nations High Commissioner for Refugees, there are over 20 million refugees worldwide, less than 1% of whom are referred for resettlement to third countries permanently. One obstacle to resettlement stems from the alleged lack of resources in settlement countries. A possible way forward is a refugee selection and admission regime that shares costs between governments and private citizens, to permit states to admit greater numbers of refugees where their citizens are willing and able to contribute their (...) own, private, resources to the resettlement project. Taking Canada’s private sponsorship scheme as a model, I argue that there are pros and cons to public–private cooperation in refugee resettlement. On the one hand, they permit the resettlement of greater numbers of refugees and they permit private citizens committed to aiding refugees to do so in concrete ways. On the other hand, they require oversight to protect refugees who are, otherwise, fully dependent on their sponsorship groups and there are cultural differences that make the offering of support challenging. In particular, while sponsorship groups ought to aim at securing the independence and autonomy of newcomers, they can sometimes behave in culturally inappropriate and paternalistic ways, which generate resentments between refugees and their sponsoring groups. In The Shifting Border, Ayelet Shachar offers us two concrete proposals for combatting the danger posed by the shifting border, especially to those crossing borders in search of safety. One proposal suggests that human rights travel with migrants, so that agents who control the border must take responsibility for protecting their human rights at the border. A second proposal, which forms the basis of my commentary below, asks (...) that states consider alternative ways for migrants to seek protection safely. In responding to this second proposal, I make two proposals of my own that stem from Shachar's analysis: her analysis offers us the resources we need in order to expand, not only the channels available to migrants for seeking protection, but also our sense of who should be involved in controlling admission, and expanding the “who” that is involved in admission gives meaning to the concept of “moral proximity” which can help to overcome the territorial imperative that dominates the rules governing international migration, i.e., the imperative that protection travels with physical access to territory, only. Democratic theory offers robust resources in order to defend the claim that noncitizens are, in many cases, entitled to the right to vote in their place of residence, regardless of their citizenship. On this, Avner de Shalit and I are in broad agreement. But the route we take to justify this right rests on substantially different argumentation: whereas I believe that residence is necessary and sufficient to justify the right to vote at the municipal and, more controversially, at the national (...) level, de Shalit believes that noncitizens must also intend to reside in a city over the longer term in order to merit the right to vote on city matters. I will argue that this focus on intention is dangerous for the most vulnerable of city dwellers, who are most in need of the right to vote, even if only at the city level. In particular, I argue that the only way that the right to vote can play its protective role is if it is available to migrants on the basis of residence, regardless of their stated intention. This article experiments with multimedia storytelling to re-vision difference outside biomedical and humanistic frames by generating new understandings of living dis/artfully with illness. We present and analyze seven short videos created by women and trans people living with illness as part of an arts-based research project that aimed to speak back to hegemonic concepts of disability that create barriers to healthcare.1 We call for a welcoming in of disability studies’ disruptive and re-imaginative orientations to bodily difference to unsettle medicine’s humanistic (...) accounts. Anaxagoras brought to Athens the hope that becoming, despite the tradition of the Eleatic school, might still be intelligible, not only because he sees it as the effect of an order crafted by a divine mind, but also because he opposes the Parmenidean claim that there is no point in trying to know the ϕύσις (i.e. essence) of things that need to grow (ϕύεσθαι). Anaxagoras finds in the growth (ϕύεσθαι) of vegetais a principle of identity that makes becoming intelligible. Using (...) parts of animals to which ancient Greek also applies the same verb (we grow flesh, nails and hair), Anaxagoras extends the consistency of vegetal becoming to all beings, all of them now coming from seeds. The essence (ϕύσις) of things, can now be explained through its origins -that from which it grows (ϕύεσθαι). The new philosophical fifth century meaning of ϕύσις, as origin, could have stemmed from such a new impulse to inquire about the seeds of all things. (shrink)

Doubt is a much-maligned state. We are racked by doubts, tormented by doubts, plagued by them, paralysed. Doubts can be troubling, consuming, agonising. But however ill-regarded is doubt, anxiety is more so. We recognise the significance of doubting in certain contexts, and allow ourselves to be guided by our doubts. For example, the criminal standard of proof operative in the U.K., U.S., as well as in most other anglophone countries, Germany, Italy, Sweden and Israel, requires for conviction to be permissible (...) that the defendant’s guilt is proved beyond reasonable doubt; to feel a doubt about a defendant’s guilt, so long as it is reasonable, is reason to refrain from convicting. But our folk understanding of anxiety ascribes no value to that state. Anxiety is inherently unpleasant and irrational; it prevents us from being able to perform well when it is most important to us that we do; it is an emotion that, if we could, we’d eliminate from our emotional toolbox. Yet in this thesis, I offer a vindication of doubt – a defence of doubt in terms of what it does for us – on which it ultimately turns out to be a kind of anxiety. The basic idea is that the concept of doubt serves a function for us that we couldn’t do without: it signals when we should begin inquiry. I will argue that the concept doubt is able to serve this function because the state it picks out, the state of doubt, is a kind of anxiety: epistemic anxiety. I develop a picture of epistemic anxiety as an emotional response to epistemic risk: potential disvalue in the epistemic realm. Because doubt is a kind of anxiety, it has the right kind of representational and motivational profile to track epistemic risk in our environments, and motivate us to reduce or avoid that risk. This makes it hugely valuable for us, as knowledge-seeking creatures, given the incompatibility of knowledge with high levels of epistemic risk. (shrink)

Multiculturalism has become a political touchstone in many countries around the world. While many of those on the right oppose it, and many of those on the left embrace it, things are not this simple. For those who defend them, multicultural policies are generally seen as key to the fair and successful integration of minorities, many of whom are immigrants, into diverse democratic societies. For those who oppose multiculturalism, who have become part of the so-called "backlash" against multiculturalism, they are (...) charged with generating segregation rather than inclusion, undermining national cultures, reinforcing difference, and privileging minority groups. Around the world, we see failing attempts at migrant integration, persistent religious intolerance and racial and ethnic discrimination, resurgent national minorities, emboldened majorities, permanent minorities, continuing social isolation, and increasing extremism, including in the form of white nationalism. But is multiculturalism the solution to these problems or does it just make them worse? In this for-and-against book, two prominent scholars of multiculturalism put forward different answers to this important question. While Patti Tamara Lenard argues for minority rights as both the consequence of a right to culture and a way to redress the effects of nation-building, Peter Balint rejects minority rights altogether, instead arguing for a re-imagined liberal neutrality. This theoretical disagreement plays out in real-world policy disagreement. Lenard, for example, argues strongly in favor of exemptions from general rules for minority cultures including the right of Sikhs to be exempt from helmet laws, and for Jews and Muslims to be exempt from bans on male circumcision. She also defends the right of minority cultures to have government-supported separate spaces. Balint, on the other hand, argues directly against these types of exemptions and government support. He is opposed to any form of differentiation based on culture, religion, or ethnicity. The book uses a wide range of real-world examples to demonstrate their significant theoretical disagreement, and to recommend very different policy proposals. (shrink)

In considering the similarities between "momoirs"--popular memoirs written by mothers about motherhood experiences--and evocative autoethnographic mother-writing, I argue that differentiating these two forms of intimate observation and personal narrative requires a rethinking of autoethnographic practice. Specifically, I draw on the work of Gilles Deleuze to advocate for a radical specificity in autoethnographic writing. Thinking the autoethnographic narrative in terms of specificities and differences encourages us to think creatively about personal experiences and cultural relations beyond what is shared and communicable.

Calls to expand temporary work programmes come from two directions. First, as global justice advocates observe, every year thousands of poor migrants cross borders in search of better opportunities, often in the form of improved employment opportunities. As a result, international organizations now lobby in favour of expanding ‘guest-work’ opportunities, that is, opportunities for citizens of poorer countries to migrate temporarily to wealthier countries to fill labour shortages. Second, temporary work programmes permit domestic governments to respond to two internal, contradictory (...) political pressures: (1) to fill labour shortages and (2) to do so without increasing rates of permanent migration. Temporary work programmes permit governments to appear ‘tough’ on migration, while responding to employer pressure to locate workers willing to work in low-skilled, poorly remunerated positions. The coincidence of national self-interest and global justice generates a strong case in favour of expanding guest-work. We evaluate the moral benefits and burdens of expanding guest-work opportunities, and conclude that although there are benefits to be gleaned from the perspective of global wealth redistribution, at present, temporary work programmes are generally unjust. We will argue that just temporary work programmes, in time, permit temporary workers to attain citizenship. This spells the end of traditional temporary work programmes, which require that workers return to their home country in time; instead, what is temporary is the employment obligation that must be fulfilled as a requirement to access citizenship. As long as this requirement is met, we endorse guest-work programmes as a tool to respond to global inequality. (shrink)

Algorithmic fairness is a new interdisciplinary field of study focused on how to measure whether a process, or algorithm, may unintentionally produce unfair outcomes, as well as whether or how the potential unfairness of such processes can be mitigated. Statistical discrimination describes a set of informational issues that can induce rational (i.e., Bayesian) decision-making to lead to unfair outcomes even in the absence of discriminatory intent. In this article, we provide overviews of these two related literatures and draw connections between (...) them. The comparison illustrates both the conflict between rationality and fairness and the importance of endogeneity (e.g., “rational expectations” and “self-fulfilling prophecies”) in defining and pursuing fairness. Taken in concert, we argue that the two traditions suggest a value for considering new fairness notions that explicitly account for how the individual characteristics an algorithm intends to measure may change in response to the algorithm. The evaluation of competency in the field of psychology has gained international attention in recent years. Focusing on international competencies can promote high standards of care and identify common values of the profession. However, there is little research regarding international perceptions of competency. Examining ethics codes from different countries can highlight international standards of competent practice, as ethics codes outline professional expectations of the field. The current study compared the ethics standards found in 47 codes of ethics representing 51 countries. (...) Seventeen competency standards emerged after ethics codes were analyzed. In February 2010, the American Psychiatric Association (APA) launched their DSM-5 website with details about the development of the fifth edition of the Diagnostic and Statistical Manual of Mental Disorders (DSM-5). The APA invited “the general public” to review the draft diagnostic criteria and provide written comments and suggestions. This revision marks the first time the APA has solicited public review of their diagnostic manual. This article analyzes reported speech on the DSM-5 draft diagnostic criteria for the classification Posttraumatic Stress (...) Disorder. It demonstrates how textual standardization facilitates the cultural portability of the DSM-5 diagnostic criteria such that a community of speakers beyond the borders of the APA come to be seen as exemplary speakers, writers, and revisers of the professional style. Furthermore, analysis shows how co-authoring practices recontextualize the “voice” and persona of putative patient reported speech on Criterion D2. As a consequence of textual standardization, spoken discourse becomes recontextualized as the product of scientific inquiry and the organization of psychiatric knowledge. (shrink)

In recent years, the concepts of charity and development aid have changed significantly. Present concepts combine direct money transfer with co-production, knowledge sharing and the development of products and services designed for the need of developing and transition economies. The concept of micro-financing is a financial service which has proven to allow for entrepreneurs in the respective countries to start up their businesses. A relatively new financial product for these countries is micro-insurance. This article deals with the question whether consumers (...) in the Netherlands are willing to donate micro-insurances and which factors influence this willingness to contribute to the non-profit micro-insurance approach of an insurance company. The data were collected with questionnaires among a sample of the Dutch population. The data have been processed in a one-way between-groups ANOVA, a paired sample t test and an ordinal regression analysis. The results show that approximately half of the Dutch consumers are willing to pay an additional amount on their insurance premium for the donation of micro-insurances. The amount of the insurance premium did, however, not affect the willingness to donate. If consumers could choose the beneficiary less people are willing to donate, yet those people are willing to donate more money. In conclusion, there is readiness among consumers to contribute to micro-insurance via an insurance company that assists in setting up micro-insurance projects. This indicates a possible role for companies to act as an intermediary between philanthropic acts and consumers. (shrink)

Politics, Philosophy & Economics, Volume 21, Issue 3, Page 291-312, August 2022. Across North America, Europe and Latin America, multiple sub-state jurisdictions have declared themselves to be migrant “sanctuaries”. By adopting sanctuary status, sub-state jurisdictions signal their welcoming attitude towards migrants as well their opposition to the state-level policies that target them for exclusion. In this article, I examine the place of sanctuary in the broader literature of political resistance and opposition in democratic states, and then whether it can be (...) justified all things considered. I locate my examination in the political theory of federalism, to identify an expectation of cooperation – which, it appears, sanctuary jurisdictions are refusing to accept, usually with respect to immigration enforcement efforts. I refer to this form of opposition as “democratic non-cooperation” and identify its key features. I describe a “cooperation continuum”, to suggest that non-cooperation takes four main forms – evasion, non-engagement, disruption and obstruction – which I describe both in general terms and in relation to sanctuary practices in particular. Finally, I observe that the form of opposition that sanctuary is, is not limited to sanctuary: that is, there are other cases of this form of opposition in other policy domains, and moreover, not all of the objectives taken by those who deploy this form of opposition are progressive. Ultimately, this article's central contribution is to fleshing out modes of opposition in democratic spaces in general, by examining the morality of sanctuary actions taken around the world. Je n’ai pas d’explication satisfaisante pour justifier la relative pauvreté des sources les plus anciennes sur l’amitié. Disons qu’elle n’a pas été mise en valeur. Ce qui semble primer, ce sont les relations de groupe, d’où le (...) flottement, dans les traductions, entre amis, compagnons, compagnes. Les poèmes sur l’amitié furent le plus souvent composés lors de banquet. Le saké devait aider à amplifier l’expression des sentiments. I want to stress that Gibson's work is scientifically progressive in the sense that it has consistently opened new avenues for research. If one could be assured tomorrow that Gibson was correct and his critics wrong, the ecological psychology enterprise would not have to be shut down with nothing left to do. The goal of the enterprise, certainly for Gibson, was not to be declared a winner but to open doors for discovery. Because Gibson has developed a theory of perceiving the environment, it would be worth exploring as an important topic for environmental philosophers covering a wide range of issues. It offers an intriguing, environmentally based, grounding for epistemology; it offers ways to deal [End Page 195] with practical issues within "pure science"; and it is open to reorganizing ways to conceptualize problems beyond epistemology.Gibson developed a richly articulated system that grew steadily over a period of 50 years, 1929 to 1979, which he devoted to "puzzling over" the "perplexities" of vision (1979, xiii). From Gibson's standpoint, knowledge begins with perception, and perception is perceiving the environment. The environment, for Gibson, is at least as essential as the brain to the existence and exercise of "the mind."As an empiricist, knowledge is based on perception for Gibson. But perception, at root, turns out to be perception of the environment. Entities like sense data and representations become "after the fact" curiosities for Gibson, and have no role to play in the foundations of perceptual experience and, a fortiori, knowledge. If Gibson is correct, then scientific accounts of perception must converge on environmental perception. A philosopher whose primary focus is epistemology, and who works within Gibson's system, would perforce be an environmental philosopher—not (first) because of a special concern for the environment, but because an adequate appreciation of relevant facts requires it. Of great importance to environmental philosophers is that Gibson not only provides an account of perceiving grounded in access to environmental properties, but he establishes a basis for perceiving this particular world as a specific arrangement of surfaces. The world we perceive, according to Gibson, is a connected, public world that we share. It is, again, the world, the logical individual world and not an abstraction. This is not an account of the experience of abstract shapes, distances, and motions. It is a system in which travelers can visit the pyramids and in which I can trip over your garbage.Is there a symmetric direction of influence? Just as a commitment to understanding knowledge scientifically and philosophically can lead one to focal considerations of the environment, could a deep concern for the environment as a value lead to the serious study of perception and, more broadly, epistemology? It seems entirely plausible. Gibson's is a "yin and yang" system of scientific complementarities beginning with animal and environment and extending to knowledge and value (in his concept of affordance). In each complementarity, the terms are differentiable but not entirely independent. Animals and their environments are different entities and should not be confused with one another, but they also are so [End Page 196] mutually dependent that one should not imagine a thorough account of one without the other. In like manner, objects and value (first through use) are not independently comprehensible in Gibson's system. This is a theme worthy of careful examination of detailed examples. This commentary supports Barzykowski and Moulin's model, but departs from it on the question of functionality, where IAMs and déjà vu fractionate. The authors seem to say that IAMs are functional, while déjà vu is not. As there is no hard evidence supporting the idea that IAMs are functional, I argue that both phenomena should be viewed as cognitive failures.
